Im Rahmen der DIN-Normungsarbeit werden GI-relevante Themen in den Arbeitsausschüssen „Geodäsie“, „Photogrammetrie und Fernerkundung“ sowie „Kartographie und Geoinformation“ wahrgenommen, die dem Fachbereich „Vermessungswesen, Geoinformation“ im Normenausschuss Bauwesen (NABau) angehören. Für raumbezogene IKT sind ebenfalls die Normen von ISO/IEC JTC 1 Information Technology von Bedeutung.

Das Gremium „Kartographie und Geoinformation“ (NA 005-03-03 AA) ist Spiegelausschuss zu CEN/TC 287 und ISO/TC 211.

Auf nationaler Ebene wird die Regelsetzung durch die Arbeitsgemeinschaft der Vermessungsverwaltungen (AdV) unterstützt. Hier wird das Vorhaben ALKIS vorangetrieben (Jäger 1998). Auch der Deutsche Dachverband für Geoinformation (DDGI) will dazu einen Beitrag leisten.

Auf europäischer Ebene sind verschiedene Technische Komitees mit Normierungsaufgaben im Bereich Geoinformation tätig. 1992 hat sich das CEN/TC 287 „Geoinformation“ konstituiert, bald darauf das noch immer aktive CEN/TC 211. Seine Aufgabe ist wie folgt festgelegt:

Standardization in the field of digital geographic information. This work aims to establish a structured set of standards for information concerning objects or phenomena that are directly or indirectly associated with a location relative to the Earth. These standards may specify, for geographic information, methods, tools and services for data management (including definition and description), acquiring, processing, analyzing, accessing, presenting and transferring such data in digital/electronic form between different users, systems and locations. The work shall link to appropriate standards for information technology and data where possible, and provide a framework for the development of sector-specific applications using geographic data.

Aus der Normungsarbeit dieses Gremiums sind mehr als 50 Normen hervorgegangen, die teilweise in das Deutsche übertragen wurden. Die Normungsdokumente sind über den Beuth-Verlag, Berlin, zu beziehen.

Während bis Mitte der 1990er Jahre der Schwerpunkt auf der Erstellung von Regeln für die Erfassung von Geodaten und deren Plandarstellunglag, hat sich das Hauptaugenmerk auf die Strukturierung und den Umgang mit Geodaten verlagert. Dies spiegelt sich auch im nationalen, Europäischen und Internationalen Normenwerk wider. Im Rahmen der Internationalen Normungsorganisation ISO (International Organization for Standardization) wurde deshalb die Normenreihe ISO 19100 «Geoinformation» erarbeitet.

Geographic information — Conceptual schema language (ISO 19103)

This International Standard is concerned with the adoption and use of a conceptual schema language (CSL) for developing computer interpretable models, or schemas, of geographic information. Standardization of geographic information requires the use of a formal CSL to specify unambiguous schemas that can serve as a basis for data interchange and the definition of interoperable services.
An important goal of the ISO geographic information standards is to create a framework in which data interchange and service interoperability can be realized across multiple implementation environments.

The adoption and consistent use of a CSL to specify geographic information is of fundamental importance in achieving this goal. There are two aspects to this International Standard. First, a CSL must be selected that meets the requirements for rigorous representation of geographic information. This International Standard identifies the combination of the Unified Modeling Language (UML) static structure diagram with its associated Object Constraint Language (OCL) and a set of basic type definitions as the conceptual schema language for specification of geographic information. Secondly, this International Standard provides guidelines on how UML should be used to create geographic information models that are a basis for achieving the goal of interoperability.

One goal of the ISO geographic information standards using UML models is that they will provide a basis for mapping to encoding schemas as defined in ISO 19118, as well as a basis for creating implementation specifications for implementation profiles for various environments.

Geographic information – Terminology

According to ISO/TC 211, this Technical Specification provides the guidelines for collection and maintenance of terminology in the field of geographic information. It establishes criteria for selection of concepts to be included in other standards concerning geographic information, which are developed by ISO/TC 211, specifies the structure of the terminological record, and describes the principles for definition writing.
This Technical Specification, along with a repository of GIS terminology in the form of a terminological database, is expected to be a central reference for the shared language between participants and users alike. It defines the criteria for including concepts in the vocabulary, specifies the terminological data to be recorded, and within the electronically processable repository introduces an initial set of concepts with definitions that will be subject to ongoing maintenance.
This Technical Specification describes the structure of entries and the types of terminological data that are to be recorded. In addition, it includes principles for definition writing as outlined in ISO 10241:1992 and ISO 704:2000.
Annex A lays down the guidelines for maintenance of a Terminology Repository.
Annex B is a list of terms that has been compiled from International Standards and Technical Specifications developed by ISO/TC 211 and other sources. Its purpose is to encourage consistency in the use and interpretation of geospatial terms. It is freely available for use by all interested people and organizations.

Geographic information – Conformance and testing (ISO 19105:2000)

According to ISO/TC 211, this Standard specifies the framework, concepts and methodology for testing and criteria to be achieved to claim conformance to the family of ISO geographic information standards. It provides a framework for specifying abstract test suites (ATS) and for defining the procedures to be followed during conformance testing. Conformance may be claimed for data or software products or services or by specifications including any profile or functional standard.
A framework of an abstract test suite (ATS) is standardized for relevant standards in ISO/TC 211. The standardization of ATS requires international definition and acceptance of a common test methodology, together with appropriate test methods and procedures.
Test methods are also addressed in this International Standard; however, any organization contemplating the use of test methods defined in this International Standard should carefully consider the constraints on their applicability. Conformance testing does not include robustness testing, acceptance testing and performance testing, because the geographic information family of standards does not establish requirements for these areas.
The main body of this International Standard is structured as follows. The general framework of conformance including the definition of a conforming implementation appears in clause 5. Conformance testing methodology is described in clause 6. The possible test methods for testing conformance to the ISO geographic information standards are discussed in clause 7. The relationship between ATS and executable test suites (ETS) is presented in clause 8. A bibliography on conformance testing is given at the end. Guidelines for writing conformance clauses and associated templates are provided in annex A

Geographic information – Rules for application schema (ISO 19109:2005)

Geographic information – Methodology for feature cataloguing (ISO 19110:2005)

Diese Norm definiert eine Methodik für die gegenseitige Abbildung von Fachvokabularen, die von Informationsgemeinschaften angewandt werden. Diese Norm stellt laut DIN insbesondere XML-Schemata zur Verfügung, um die Interoperabilität durch die Bereitstellung einer gemeinsamen Spezifikation zur Beschreibung, Validierung und zum Austausch von Objektartenkataloginformationen zu unterstützen. Objektartenkataloge (engl. feature catalogues) definieren dabei die vorkommenden Objektarten, ihre Methoden (Funktionalitäten), Attribut- und Relationsarten und sind eine wichtige Voraussetzung, um die Daten zu interpretieren und in brauchbare Informationen umzusetzen.

Objektartenkataloge ermöglichen ein besseres Verständnis für den Inhalt und die Bedeutung der geographischen Daten und fördern damit deren Abgabe und Verwendung.

Methodiken zur Entwicklung von Ontologien und Taxonomien mit Bezug zu Geoinformation und Geomatik liegen laut AS außerhalb des Anwendungsbereichs dieser Internationalen Norm.

Geographic information – Methodology for feature cataloguing – Amendment 1 (ISO 19110:2005/AMD 1:2011)

Ziel der vorliegenden Ergänzungen und kleineren Änderungen ist: – Erleichterung der Anwendung von ISO 19110 zur Erstellung geografischer Objektartenkataloge; – Sicherung einer schlüssigen Beschreibung von Objektarten eines Anwendungsschemas; – Sicherung der Übereinstimmung von ISO 19110 mit ISO 19109 „Geographic information – Rules for application schema“; – Ermöglichen der Implementierung eines XML-Schemas zu Objektartenkatalogen konform mit ISO 19110. Diese Implementierung des XML-Schemas basiert auf den encoding rules nach ISO/TS 19139 „Geographic information – Metadata – XML schema implementation“; – Ermöglichen der Erfassung von Objektartenkatalogen und ihrer Objektarten.

Geographic information – Spatial referencing by coordinates (ISO 19111:2007)

Die Position auf oder in der Nähe der Erdoberfläche kann, laut DIN, durch die Angabe von Koordinaten oder durch (geographische) Identifikatoren bestimmt werden. Diese Norm beschreibt die Georeferenzierung durch Koordinaten eines Koordinatenreferenzsystems einschließlich deren Transformationen in andere Systeme.

Dieser Teil der ISO 19111 legt ein konzeptionelles Schema zur Beschreibung der räumlichen Referenzierung unter Verwendung parametrischer Werte oder Funktionen fest. Er verwendet das Schema von ISO 19111, um durch Kombination einer durch Koordinaten referenzierten Lage mit einem parametrischen Wert ein räumlich-parametrisches Koordinatenreferenzsystem (CRS) zu bilden. Das räumlich-parametrische Koordinatenreferenzsystem kann gegebenenfalls erweitert werden, um auch die Zeit einzubeziehen. Die möglichen Anwender des vorliegenden Teils der ISO 19111 sind Produzenten und Anwender von Geoinformationen. Parameter, die Attribute von räumlichen Orten oder Featuren sind, aber nicht in deren räumliche Referenzierung einbezogen werden, werden in diesem Teil der ISO 19111 nicht behandelt.

This International Standard is applicable to: the cataloguing of all types of resources, clearinghouse activities, and the full description of datasets and services; geographic services, geographic datasets, dataset series, and individual geographic features and feature properties. This International Standard defines: mandatory and conditional metadata sections, metadata entities, and metadata elements; the minimum set of metadata required to serve the full range of metadata applications (data discovery, determining data fitness for use, data access, data transfer, and use of digital data and services); optional metadata elements ¿ to allow for a more extensive standard description of resources, if required; a method for extending metadata to fit specialized needs. Though this International Standard is applicable to digital data and services, its principles can be extended to many other types of resources such as maps, charts, and textual documents as well as non-geographic data. Laut DIN legt diese Norm die Anforderungen an die Festlegung von Kodierungsregeln fest, die beim Austausch von Daten angewendet werden, die der Reihe von Internationalen Normen für Geoinformationen entsprechen. Diese Internationale Norm legt Folgendes fest: Anforderungen an die Erstellung von Kodierungsregeln auf der Basis von UML-Schemata; Anforderungen an die Erstellung von Kodierungsdiensten; Anforderungen an XML-basierte Kodierungsregeln für den neutralen Datenaustausch. Diese Internationale Norm legt keine digitalen Medien fest, definiert keine Übertragungsdienste oder Übertragungsprotokolle und enthält keine Festlegungen bezüglich der Kodierung von größeren Bildern inline.

Diese Norm beschreibt Dienste und ihre Architekturen plattformunabhängig. Sie legt fest, wie diese Beschreibungen in unterschiedliche plattformabhängige Zielumgebungen übertragen werden können. Featurekonzepte stellen, laut DIN, Definitionen und Konzepte von Features betreffenden Informationen bereit, damit daraus Objektartenkataloge gebildet werden können. Während Objektartenkataloge im Allgemeinen für bestimmte Anwendungen konzipiert werden, liefern Featurekonzepte die Grundbausteine zur Festlegung von Featureklassen und Featureattributen, die dann in vielen Objektartenkatalogen und damit in vielen Anwendungen Verwendung finden. Dieser Ansatz der Festlegung von Featurekonzepten erhöht die semantische Interoperabilität von Geoinformationssystemen, indem anwendungsübergreifende Konzepte Wiederverwendung finden. Eine Sammlung von Featurekonzepten und Featureattributkonzepten wird als Verzeichnis für Featurekonzepte bezeichnet. Ein solches Verzeichnis wird in einem Register verwaltet. Der prinzipielle Aufbau von Registern ist in
DIN EN ISO 19135 festgelegt.

Diese Norm spezifiziert einen Dienst, der räumlich referenzierte Karten bzw. ihr Bild (portrayal) aus Geoinformationen erzeugt. Sie beschreibt die Operationen des Dienstes zur Ermittlung der Karten und Karteneigenschaften, die von einer Instanz eines solchen Dienstes angeboten werden, zur Abfrage von Karten sowie zur Abfrage von Informationen zu Objekten, die in den Karten dargestellt werden.

Diese Norm legt laut DINdie Anforderungen an die Spezifizierung von Geodaten auf der Grundlage der Konzepte von anderen Normen der Reihe DIN EN ISO 19000 fest. Sie gibt auch Hilfestellung bei der Erstellung von Produktspezifikationen, damit diese einfach verständlich sind und so ihren Zweck erfüllen.

Die Norm legt laut DIN Verfahren fest, die bei der Einrichtung, Unterhaltung und Veröffentlichung von Registern einmaliger, eindeutiger und permanenter Identifikatoren und Bedeutungen, die Elementen geographischer Informationen zugeordnet werden, zu beachten sind. Dazu werden Elemente von Informationen festgelegt, die notwendig sind, um eine Identifizierung und Bedeutung für die registrierten Elemente zu liefern und die Registrierung dieser Elemente zu verwalten.

Diese Norm spielt u. A. bei INSPIRE eine Rolle.
